Since the beginning of the war, Ukraine has not had the opportunity to deliver goods to their destinations by the usual routes, which threatened global food security. On May 12, 2022, the European Commission presented its action plan for the creation of "pathways of solidarity". Prime Minister Denys Shmyhal reported in his Telegram channel that on June 29, the so-called "transport visa" was signed in order to accelerate the export of Ukrainian products through automobile checkpoints.
The agreement provides for transportation by European and Ukrainian drivers without issuing special entry documents.
The elimination of bureaucratic barriers in the clearance of export goods will have a positive impact on the country's economy. In addition, carriers have the right to cross the border indefinitely and for any period now (previously, the European Union issued a certain number of entry permits). The text of the agreement does not contain additional conditions for the stay of trucks in the EU.
The liberalization of bilateral and transit road transport brings benefits to ordinary citizens. At present, when traveling to the European Union, you do not need to have an international certificate with you: the countries of the association recognize Ukrainian driving licenses and certificates of professional competence. The European Commission initiative will be valid until June 30, 2023 with the possibility of further extension.
In addition, the law on "customs visa-free travel" came into force on October 1, 2022. Ukraine is starting to use a new computerized transit system under the Convention. NCTS protects the rights of foreign economic operators, improves the efficiency and safety of transportation, and also tracks cargo. The provision of the Convention is the basis for the movement of goods between the countries of the European Union.
Thus, transport and customs visa-free travel will help not only to cross the border in an accelerated mode, but also to plan transportation due to the absence of the need to obtain entry permits. The unified electronic system of the EU countries will help reduce corruption risks at customs and ensure the stability of logistics in general.
