On April 29, 2022, the World Road Transport Organization (IRU) took part in a meeting of the Expert Group on the Designation of Drivers (PDEG), where assignment of drivers in the context of passenger transport were discussed. This topic was also central during the next organized meeting of the commission, which took place on 30 May. Passenger transportation scenarios developed by the participants of international associations were sent to the European Commission. Most of the provisions are included in the current official project.

The IRU, with its members and the European Commission, announces new rules for bus drivers operating across the EU. The mobility package includes key social aspects of the road transport sector, in particular the provision of decent working conditions for workers in the field of logistics and improving road safety.

 

The main provisions of the EU initiative contain the following information on international transport:

rest and driving time;

bilateral transportation, transit and cabotage;

registration of border crossings with the help of tachographs;

access to the profession and the market for commercial transport operators.

 

The new rules for the business trip of drivers came into force in February 2022 - important changes were made to working and rest conditions, cabotage rules, etc. In the future, operators and law enforcement agencies are required to distinguish between types of carriers, transport operations, including those to which it is necessary to apply the travel rules and those to which these rules do not need to be applied.

Commercial passenger vehicle services and driver modes cover a wide range of scenarios, from regular short, medium and long distance services to various types of tourist bus services. The main purpose of creating mobility rules is to ensure the harmonized and coordinated implementation of the procedure for business trips to EU countries.

Transport companies (including non-EU countries) must comply with all the introduced norms when performing road transport operations in the territory of the association. Clear guidance from the leaders of the European Union is equally important for all stakeholders: drivers, operators and law enforcement.
